To make a TextView text Scrollable vertically simply surround the TextView with a ScrollView.
Let's see an example, add huge dummy data to the text of TextView so it's scrollable.
Example :
<RelativeLayout xmlns:android="http://schemas.android.com/apk/res/android"
android:layout_width="fill_parent"
android:layout_height="fill_parent"
android:padding="10dp" >
<ScrollView
android:id="@+id/scrollView"
android:layout_width="fill_parent"
android:layout_height="fill_parent"
android:layout_alignParentBottom="true" >
<TextView
android:id="@+id/textView"
android:layout_width="match_parent"
android:layout_height="match_parent"
android:layout_centerHorizontal="true"
android:layout_centerVertical="true"
android:text="Lorem ipsum dolor sit amet, consectetur adipiscing elit, sed do eiusmod tempor incididunt ut labore et dolore magna aliqua.
