It has been confirmed that macOS Ventura 13.0 will be available for all users on Monday 24th October 2022 at 10 AM PT. As you can see when you visit the official webpape of macOS Ventura on apple.com https://www.apple.com/macos/ventura/ the date is visible "Available on 24 October". It is the same date on with iPadOS 16.1 will be made available.
macOS Ventura (version 13) is going to be the 19th release of the Operating System for Macbook's, iMac's and Mac mini's. Though macOS beta was first released on June 6th 2022 at the WWDC event, on this 24th it will be officially released for end-uses.
